Rules for Accreditation of Media at the Events of the St. Petersburg State Budgetary Institution of Culture “Chamber Musical Theatre “St. Petersburg Opera”

1. General Provisions

1.1. Accreditation of representatives of the mass media (hereinafter referred to as the media) at the events of the St. Petersburg State Budgetary Institution of Culture “Chamber Musical Theatre “St. Petersburg Opera” (hereinafter referred to as the Theatre) is carried out in order to ensure the promotion of the Theatre’s activities, promptly informing the public about events in the field of culture and art, creating the necessary conditions for the professional activities of media representatives.

1.2. Accreditation is carried out in accordance with the Law of the Russian Federation “On the Mass Media” dated December 27, 1991 No. 2124-1, these Rules, and other regulations governing the activities of the Theatre.

1.3. Accreditation is provided by the press office of the Theatre.

1.4. Accreditation is carried out in accordance with the Law of the Russian Federation “On the Mass Media” dated December 27, 1991 and these Rules and cannot be used to introduce censorship, otherwise infringe on freedom of the mass media, restrict the rights of citizens to seek, receive, transmit, produce and distribute information by any legal means.

2. Right to Accreditation

2.1. The right to authorize its representative at the events of the Theatre belongs to the editorial office of any media outlet registered in accordance with the procedure established by the legislation of the Russian Federation, as well as any foreign media outlet accredited by the Ministry of Foreign Affairs of the Russian Federation.

2.2. Accreditation can be personal and editorial. Editorial accreditation is provided to the media in order to fulfill a specific editorial task, to replace a personally accredited journalist in case of illness, vacation, business trip.

2.3. Theatre recognizes the authority of an accredited media representative in accordance with these Rules.

2.4. The absence of accreditation does not entail a restriction of the rights of journalists established by the legislation of the Russian Federation.

3. Accreditation Procedure

3.1. A media representative is issued temporary accreditation for the period necessary to complete a specific editorial task.

3.2. An authorized media official sends an application to the Theatre's press office for accreditation of his representative (journalist, photographer, technical specialist), or film crew, in the form of a message in any form to e-mail: v.lavrukhin@spbopera.ru

The application must contain the following information:

  • Name of the mass media, location of the editorial office, postal/e-mail address, telephone of the editorial office;
  • Full name of the journalist presented for accreditation (photographer, television correspondent, cameraman, etc.);
  • Purposes for which the shooting will be carried out (for photographers/film crews);
  • The number of people in the film crew (for television crews);
  • Complete list of technical equipment (for television groups);
  • Name of the media official submitting the application for accreditation of the representative.

3.3. The decision on accreditation is approved by the General Manager of the Theatre within 1 working day from the date of receipt of the application for accreditation and brought to the attention of the media by sending a response to the press service of the Theatre in the form of a message to the e-mail address of the media specified in the application-direction.

3.4. An obligatory condition for the accreditation of film crews of television companies, photographers is the compliance of the equipment they use with the following technical requirements:

  • for photographers - the presence of a sound “plug” (protective cover) on the photographic equipment;
  • for film crews of TV companies – autonomy of power supply, compliance with fire safety equipment requirements.

3.5. The priority condition for accreditation is: the availability and / or guarantee of publication in the media of publications, television or photo reports dedicated to the event (s) held by the Theatre.

3.6. When making a decision on accreditation, the theater is guided by publicly available information about the statutory tasks of the media, state registration of the media, the availability of a valid broadcasting license for electronic media and for newly established media.

4. Rights and Obligations of Accredited Media Representatives

4.1. An accredited media representative has the right to:

  • get acquainted with information and reference materials, texts of statements, press releases and other materials, except for those that are determined to be closed for wide distribution in accordance with the legislation of the Russian Federation;
  • be present during the events of the Theatre in places provided by the press office of the Theatre; attend briefings, press conferences and other events specially designed for the press; receive the necessary information from the Theatre’s press office, including at specially organized briefings, meetings and press conferences;

4.2. While staying on the territory of the Theatre and holding events, an accredited media representative must:

  • comply with the requirements for the use of the equipment specified in clause 3.4. these Rules;
  • not interfere with the course of the event at which he is present (unless it is specifically intended for the media);
  • comply with the rules approved in accordance with the procedure established by regulatory documents for theatre events on the territory of St. Petersburg (observe silence, not create inconvenience to the audience, not interfere with the work of the Theatre’s creative team, and other rules, including sanitary and fire safety);
  • follow the procedure for organizing and holding the event;
  • respect the rights, legitimate interests, honor and dignity of citizens in the course of their professional activities;
  • comply with generally accepted norms of journalistic ethics;
  • comprehensively and objectively inform readers, TV viewers and radio listeners about the activities of the Theatre in accordance with the editorial task;
  • not use their professional capabilities to falsify publicly significant information, spread rumors under the guise of reliable messages, collect information in favor of an outside person or organization that is not a media outlet;
  • present at the entrance to the territory of the Theatre, as well as at the request of the guards of the building of the Theatre, and employees of the press service, a document confirming accreditation and an identity document;
  • when performing professional duties at the events held by the Theatre, adhere to business attire.

During rehearsals and/or artistic and creative events, it is prohibited:

For photographers:

  • move around the hall;
  • use flash;
  • filming without a sound “plug” (protective cover), as well as perform any other actions that create any interference and obstacles to the events - throughout the Theatre (stage, foyer, auditorium and other premises).

Film crews of TV channels:

  • move around the hall;
  • use on-camera light, as well as perform any other actions that create any interference and obstacles to the events - throughout the Theatre (stage, foyer, auditorium and other premises).

5. Denial of Accreditation, Cancellation

5.1. Theatre has the right to refuse accreditation:

  • Mass media that, by the nature of their thematic activities and statutory tasks, are purely advertising, specialized publications and do not have published materials covering activities in the field of art and culture, if the media editors provide false information about the publication and accredited representatives.
  • If it is not possible to place media representatives to work during the events of the Theatre, taking into account the requirements of the Standard for the safe organization of work of employees and the safe access of visitors to the buildings, structures, structures (premises in them) of the Theatre, aimed at taking preventive measures to prevent the spread of a new coronavirus infection (COVID-19) in St. Petersburg.

5.2. The basis for cancellation of accreditation is:

  • termination or suspension of media activities;
  • statement of the editorial office of the media about the cancellation of the accreditation of its representative.

5.3. An accredited media representative (journalist, photojournalist / film crew) may be removed from the Theatre event upon receipt of reasonable complaints about their actions from:

  • audience;
  • officials of the creative teams presenting the play and who are not theater employees;
  • officials, employees and other representatives of the Theatre;
  • incorrect behavior of the photographer, correspondent or member(s) of the film crew;
  • the appearance of an accredited journalist at the event in a state of intoxication;
  • the appearance of an accredited journalist at the event in sports or dirty clothes.

An application for accreditation, drawn up in violation of these Rules and the deadlines established for accreditation, will not be accepted for consideration.
